Evidence-Driven Advocacy

Evidence-Driven Advocacy

To ensure national health system resilience in an era where traditional donor funding is steadily declining, we spearhead advanced research into high-impact fiscal innovations, specifically focusing on the implementation of Tobacco and Alcohol Excise Taxation. By providing the Ministry of Finance and the Ministry of Health with rigorous, data-driven economic modeling and longitudinal impact simulations, we facilitate the design of sophisticated policy frameworks.

Our evidence-based approach enables the government to transition toward more sustainable domestic resource mobilization. These "Sin Tax" strategies serve a dual purpose: they act as a vital public health intervention to discourage harmful consumption patterns while simultaneously generating predictable, earmarked revenue streams. These funds are strategically channeled to bridge funding gaps in the national health budget, providing essential subsidies for the health infrastructure and expanding the reach of Community-Based Health Insurance (CBHI) to protect the most vulnerable Ethiopian households from financial hardship.

At Fenot Associates, we believe that sustainable change requires more than just delivering high-level reports; we embed our technical experts directly within the national health system to co-create adaptive, scalable solutions. By bridging the critical gap between high-level strategy and frontline execution, we ensure that every innovation is rooted in the lived experience of the organization and the community.

Our evidence-based advocacy targets the most significant structural barriers to Universal Health Coverage (UHC)—specifically the historical reality that 49% of total health spending in Ethiopia was traditionally paid out-of-pocket. This high level of direct cost often led to catastrophic financial hardship, forcing families to choose between healthcare and basic necessities. By synthesizing local evidence and modeling the economic impact of expanded financial protection, we successfully advocated for the expansion of Ethiopia’s exempted health services package. This strategic intervention ensures that essential, life-saving services are accessible to all, effectively shielding households from medical poverty and strengthening the overall resilience of the Ethiopian health ecosystem.
