Building Resilient Systems

At Fenot Associates, we believe that the strength of a health system is defined by the people who lead it. Our approach to capacity development goes beyond one-off training sessions; we focus on institutionalizing excellence. We bridge the gap between academic theory and operational reality, empowering Ethiopian health leaders with the specialized skills in health economics, data science, and strategic management needed to lead their own systems into the future.

Embedded Technical Mentorship

We don’t just consult from the outside; we work from within. Our experts are embedded in the MoH and Regional Health Bureaus, providing daily, side-by-side mentorship to national teams on complex reforms like the Healthcare Financing Strategy.

The "Money Talks" Learning Series

We solve the “data disconnect” by triangulating DHIS2 (utilization) and EPSS (supply) databases. This ensures that lifesaving Maternal and Child Health commodities are where they need to be, when they need to be there.

Analytical Capacity Building

We train Scientific Panels and RMAYH teams in advanced methodologies, including systematic coding and thematic synthesis. This ensures that local teams can independently conduct high-quality qualitative research and evidence translation.

Leadership and Governance Coaching

Through our support of the OHNEF strategy in Oromia, we build the capacity of regional leaders to engage with community stakeholders, ensuring that family-centered health reforms are led by competent, locally-driven governance.

Our Methodology --->

Diagnostic Capacity Assessment

Before we teach, we listen. We conduct national assessments of health financing capacity to identify specific skill gaps. This ensures our training is targeted, relevant, and efficient.

Institutionalization of Tools

We don't just provide answers; we provide the "Manuals." By developing the National Effective Coverage Guide and the HCF Implementation Manual, we leave behind the frameworks that allow government teams to continue the work.

Collaborative Learning Cycles

As seen in our Oromia qualitative workshops, we use "learning by doing." Participants analyze real-world data alongside our experts, moving from classroom theory to practical, evidence-based decision-making.
The Oromia RMAYH Story

Empowering the Next Generation of Evidence Leaders.

In 2024, Fenot facilitated an intensive qualitative data analysis workshop for the Oromia Health Bureau’s Scientific Advisory Panel. Rather than simply delivering a report on clinical mentorship, we trained a multidisciplinary team of experts from academia and program implementation in systematic coding and evidence interpretation. This didn't just solve a policy bottleneck—it created a permanent pool of local experts capable of leading future reviews. Today, the Oromia Health Bureau is better positioned to refine its own programs, proving that Fenot’s greatest contribution isn't just the evidence we generate, but the experts we leave behind.
