Our Intervention

Fenot, in collaboration with the MoH–Ministry of Finance Joint Committee, provided the technical evidence and coordination necessary to advocate for sustainable domestic financing amidst broader fiscal tightening.

The Impact

Successfully secured a 9 Billion ETB government subsidy for drugs and supplies.

Facilitated significant government co-financing commitments for Family Planning and RMNCH Compact agreements.

Ensured uninterrupted access to essential care for millions of households.

The Oromia Regional Health Accounts:
Bridging the $7 Gap

The Challenge: Prior to 2021, regional leaders lacked clear  data on subnational resource flows,making it difficult to address health spending inequities.

Our Intervention: Fenot conducted the first-ever Oromia Regional Health Accounts (RHA) study. The findings were startling: per capita health expenditure was USD 27

(vs. national USD 34), and 49% of spending was out-of-pocket.

Ending Stockouts Through Data Triangulation

The Challenge: Disparities between utilization data (DHIS2) and supply data (EPSS) led to misallocation of stocks and frequent stockouts of maternal and child health supplies.

Our Intervention: Fenot led a rigorous Data Triangulation exercise, harmonizing facility registries and granting supply personnel access to utilization dashboards.

The Impact: Achieved a zero record of stock out reports from regions to the Ministry of Health for family planning commodities. Improved commodity management efficiency for the broader MCAH ecosystem.
