The Challenge: Prior to 2021, regional leaders lacked clear data on subnational resource flows,making it difficult to address health spending inequities.
Our Intervention: Fenot conducted the first-ever Oromia Regional Health Accounts (RHA) study. The findings were startling: per capita health expenditure was USD 27
(vs. national USD 34), and 49% of spending was out-of-pocket.
Evidence inspired the Regional Finance Bureau to significantly increase the pharmaceutical and essential supplies budget.
