Evidence-Driven Advocacy
To ensure health system resilience as donor funding declines, we lead research into high-impact innovations like Tobacco and Alcohol Excise Taxation. By providing the Ministry of Finance and MoH with rigorous modeling on 'sin taxes,' we helped design frameworks that create sustainable domestic revenue. These funds are strategically earmarked to subsidize the national health system and Community-Based Health Insurance (CBHI).
We don't just deliver reports; we embed experts within the system to co-create solutions. By bridging the gap between strategy and execution, we turn evidence into action. Our advocacy successfully expanded Ethiopia’s exempted health services package, directly tackling the 49% out-of-pocket spending barrier to protect families from catastrophic financial hardship.
Fenot Associates provides high-level technical assistance to the Ministry of Health and Ministry of Finance to optimize domestic resource mobilization. We don't just analyze data; we translate it into fiscal policy. By bridging the gap between health needs and national budgets, we ensure that essential health services remain affordable and accessible to all Ethiopians, even amidst global economic shifts.
Secured a 9 Billion ETB subsidy for essential drugs and supplies following national economic reforms, ensuring no disruption in lifesaving medicine.
Conducted the first-ever Oromia Regional Health Accounts (RHA), revealing a USD $7 gap in per-capita spending and triggering a massive regional budget increase.
After Fenot presented evidence that Oromia’s health spending was below the national average, the Regional Finance Bureau responded by significantly increasing the pharmaceutical and essential supplies budget for the following fiscal year. This is the "Fenot Effect" in action.
